CIRB Certifies CUPE As The Representative For Encore Cabin Crew!

Dear Members,

Please welcome Encore CCMs to the CUPE family! 

Today, the Canada Industrial Relations Board (CIRB) informed CUPE that the Encore Cabin Crew application to certify has been formally approved.

This means that CUPE officially represents the 600 cabin crew of WestJet Encore as well as the 3,300 cabin crew at WestJet. 

On behalf of the Executive and membership of CUPE 4070, it is an honour to welcome our sisters and brothers from WestJet Encore Inflight. We are extremely excited to welcome and provide strong representation for the newest members of our union Local
— Chris Rauenbusch, President, CUPE Local 4070.

CUPE 4070 will be the Local for cabin crew at both WestJet and WestJet Encore. Encore members can expect more information soon, as we prepare to train interim shop stewards. CUPE 4070, CUPE national, and the Encore mobilization activists are working on determining how the Local will evolve to best serve all members. There will be Encore-specific positions up for election as part of this process.

Solidarity brings us collective power to influence our Employer. We proudly stand together, shoulder to shoulder, for fair representation and fair Collective Agreements at both airlines. This is a great day for Encore cabin crew! Every Cabin Crew Member working at the WestJet Group deserves the benefits of a strong Local and a strong Union regardless of which aircraft type they fly on.

Questions and Answers


Q: What’s next for Encore CCMs?

A: CUPE will train members to become interim Shop Stewards who will work with Encore members and the CUPE 4070 Executive. As the process unfolds, Encore CCMs will participate in the same processes of voting on bylaws, executives, and committee members. This mirrors the process when CUPE was first certified at WestJet. 

Q: When will bargaining start for Encore CCMs?

A: Once Local 4070 is fully set up to represent members at both airlines, we will serve a bargaining notice to WestJet Encore management.

Q: What happens to the Encore Cabin Crew Agreement?

A: All terms and conditions contained in the agreement as of April 12, 2019 are frozen. Management cannot alter the agreement until Encore members vote to ratify a new Collective Agreement. 

Q: What does this mean for mainline members?

A: This is great news for members at both WestJet and WestJet Encore!  As the sole representative for nearly 4,000 WestJet Group employees, CUPE 4070 is in a strong position at the bargaining table. We will continue to bargain and do committee and steward work at WestJet, while also welcoming Encore members. 

Q: If an Encore employee is asked to attend a meeting with Management, what should they do?

A: Send an e-mail to encore@cupe.ca until interim shop stewards are established, and a CUPE staff representative will assist.
